Is the winter city always ruled by a queen?

I know there haven't been any ruling kings, but is that because they don't inherit or just because the rulers always have daughters?

Keep in mind that half-sex are also eligible to be queens. Assuming equal chance, then a queen has a 66% chance of bearing a valid successor. Also, in medieval dynasties, if the king couldn't get a valid successor, then the kingship often would go to his brother or his brother's son.

Yeah, I guess what I'm asking is are men considered valid successors by the elves as women usually weren't by medieval rulers
