From memory and from checking on narc all flags should be activated for the quest. Yet meeting Narc after all flags marked does not initiate the quest. It could be an error on my side or a save transfer issue. Will submit bug error and remove if either I personally find what is possibly missing or a correction is acquired through bug report.

nothing on that front, been doing that on all options and setting on the booba nothing was happening.
