Just an Idea I had the other day, might be too situational for anybody to want it but ehh it's worth a shot.

The real question is, how many enemies actually do Freezing damage? Sophora and Frostwyrm, who else?

Yea but I'd rather sacrifice an implant slot for it then a shield one...or force myself to have actual fur skin.

Thermal Packs are a thing. Thermal Cock Sock is complete protection, despite the description. Nova can get the Heat Generator flag. Any combination of equipment that gets you to 50% Freezing Resist makes you immune (Knitted Scarf is 25% by itself).
Hirudo Devourer or NaN Decconstructor will let you heal through it, so long as you get in combat enough. Or have Tika heal you every so often.
Technically, Icy Veins also works with Feathers.

An Implant seems way too late.
Maybe if you made it a thermoregulator boost, so it also protects against Burning. That's a lot more common.
Or maybe if you find a way to justify it protecting against Irradiated, too.
