Not moddable as in the save .sol files cannot be used for a program like say: Minerva? So we can't edit our saves?

No, that's not what that means. You can edit your saves and character, we're just not permitting game mods to be posted here.
CoC2 does not use Flash, and as such Minerva (to my understanding) does nothing. You are allowed to save edit, just be aware if you break your game by save editing we aren't going to fix it. Do so at your own risk. That being said, the format of saves are't set in stone and it's completely possible that I release a patch whenever that breaks all saves. That's part of the game being in alpha. If I stumble upon some improvement that makes everything massively better early on I'm not going to ignore it to support saves from the earliest builds.
