I think there might be a bug, at least for masculine characters. I've tested it on two fresh saves, one fully femme, the other fully masc. The femme character procced it on the fifth consecutive victory. The masc character has yet to proc it after 7, even after spanking him.

That seems to be the case. I did more testing and I got it to proc again in regular heat; he might also have a particularly low chance. The result was 1 Stormguard Lancer egg with an unmodified gestation time of 180 days.
