Similar error message to the ReductPro crash. While it's been corroborated, it doesn't crash for me, suggesting something semi-specific to a particular character/save. It might be a good idea to upload your save, and/or try ReductPro to see if it crashes for you.

Generally not. If a perk is meant to be scalable, it will have something other than 0 in v1-v4. Breed Hungry has a 15 in v1 by default, but I don't know what it does. None of the references I found check it's v1.
