It was always intended for Steele to be able to have psi-powers, but it took a long time for the devs to actually decide how they would be implemented. The Broken Psi Amp was added before they'd decided on what form said powers would take.

IIRC, Savin once said he was going to write a follow-up for the Psi Amp, but later said the Saendra expansion was the last major project he was going to write. So I'm 99% sure nobody on staff is going to write something. That leaves it up to the community to come up with something. Unfortunately, I don't think most people know there's not going to be a way to make it useful, so it's unlikely someone will take up the project.

To me, the logical place to start would be Dr. Lessau, or maybe Synphia (she's got an implant and claims to have an aptitude for a large array of powers. I thought she might have a contact, but looking at it again, she got her implant off the Extranet.) Probably the easiest thing to do would be a Will increase.

Maybe it can become a start for the player to get some kineticist abilities as other classes, or a full on class change, or if you're already a kinetecist, it gives you a big buff or whatever.

These are good ideas, I'm gonna remember this.

One of the possibilities for Psychic powers was a separate tree that could be added later, but they decided against it. I doubt the Devs would go for a full Class change, or directly poaching Kineticist powers.

One idea is an Accessory that adds some fraction of Willpower to certain things. For Kineticists, Psionic Recovery & Psionic Recover (Greater) flags are in the code, but currently unused.

If you're actually interested in writing an expansion, I'd be happy to debate/contribute to a thread in the Ideas forum.
