Xenogen Wants Sky Sap

A few days ago, I traveled to Mhen'ga with one of my high level characters. I was in a hurry and misclicked into the Xenogen offices. Kelly immediately offered to buy Sky Sap for 100 credits each. I thought to myself "that's a nice QOL improvement for new characters". So I made a new character

... and I cannot unlock that dialogue choice. I have no idea how I did it.

Anyone know how to get Xenogen to buy my sap?

As long as you have completed the Zil capturing first, the sky sap happens after.

Yeah, I did that. Haswell has nothing for me. Kelly's dialogue has not changed. She does not want my sap.

According to the code, the requirements are that you've seen both a vanae maiden and a vanae huntress, and have viewed their Codex entry. Then, look at the bounty board.
