Wyvern scale effect

What will it do when it's implemented(correct me if am wrong but I'm assuming that's it's a TF) ?

You will actually have to leave the frostwyrm alive to get its TF.  The scales as I recall are meant for an armor.

The scales are primarily meant to be a quest turn-in -- eventually Anyxine will send you on a mission to merc the Frostwyrm, and you need to bring those back as proof.
