The TiTS Parser Documentation and the TiTS Submission Guide differ on the subject of "fancy" vs "non-fancy" quotes. My guess is that the Parser Documentation is accurate given that the creation date on the Google Doc is newer, but I want to make sure.

From the Parser Documentation:
Don't use fancy quotes. These are fancy quotes: “”. Don’t use them. Use "" instead. In google docs, you can turn them off via Tools → Preferences → "Use Smart Quotes".

From the Submission Guide:
Quotation marks and apostrophes should be of the ‘fancy’ or ‘curly’ variety (‘’ “”).
