I don't think anyone even has a WinXP machine to test that on.  At some point you do actually have to upgrade from an operating system that's fifteen years and four Windows versions old.

I am a Windows XP user and I was able to run TiTS just fine two days ago.

Edit: okay, I just tested CoC and TiTS both as a download and in window. Both work fine. If any, window mode takes a while to load.

Most people just use the browser. Like they either play in-browser or download the .swf file and then just still open and run it via browser.

You can open the .swf directly if you have the right Flash plugin, but a browser (Chrome, at least) will always work.
