Probably not.
You can get Breed Hungry from the Doll Maker. Just Save and Reload until you get it.
You can also get Inhuman Desire (15), if you don't already have it, which stacks with the Treatment's version.

It does not; I got the perk from Lumi and while the scene where you get it gives you 10 taint, that's it.
