Why can't I level up to 4? My EXP is 5000/5000.

The level cap is 3. This is not a bug.

Just like TiTS, the levels will be added with time as the content of appropriate difficulty also appears. (Also please put the full problem name in the topic since this is getting a bit clickbait-y )
