Why cant the Tsuda art for Kiro be used?

Playing the game the current art for Kiro can only be the art by Adjatha. Howcome the Tsuda art isnt available or will it be available? Its alot better.

Have you perhaps done Kiroquest and therefore proc'd a TF or two?
