Who's Yoma?

In the recent public patch, there's mention of someone named Yoma. Who are they and where can I find them?

He's an android wandering around Mhen'ga. Pretty low encounter chance though.

Whats the exact chances, and what are the encounter requirements?

According to what I saw on the blog comments, it's a low encounter chance. Might even be lower then Prai.

I specified on the document that it should be about a 5% chance per square in the hostile zone, but I think @Whimsalot gave him a cooldown timer too.
There aren't any requirements though, just a low encounter chance.
