From where can I purchase Muffstick?

The wiki says it's sold by Sera, and the source code search also showed it, but I actually cannot find it from her.

Is there any prerequisite for that?

You gotta buy Fizzy Sticks or whatever it's called (I'm on my phone thanks to hurricane Irma leaving me without power, can't check the name.) After you buy that from a vending machine on Tavros Station, you look it up on your codex. Boom, Muff Stick will magically spawn in vendors like Sera.
