It's in certain vending machines with a really long description of how to use it check the vending machine by Beth's joint on Tarvos it should be there.

ah it doesn't seem to be in that one for me....perhaps it changes daily?...

I found it in Gildenmere by going to V-ko on the south side, selecting the vending machine, and selecting Other.

Yeah same found it next to the bot after going to the first planet.
