What is it like when a non-confident Etheryn is given the Winter City throne?

Not in story-shifting terms but she has the same Confidence-based differences you'll find in all her content when she becomes the regent. Low-Con Ryn is a lot more hesitant and IIRC tries hiding behind the Champ when facing the crowd.
Note that at this point she still isn't the queen and won't be until RynQuest is done. There will likely be similar differences based on Confidence once that happens, but not to the extent of entirely distinct story tracks.

You become the real ruler of that joint; well, if you put some effort in grissing up the futere Queen to take you as her spouse, but she makes it so easy so not much effort on your part.
I feel like that's more or less a given regardless, unless you just completely ignore Etheryn entirely. Though, how could you? She's perfect to both love and abuse alike, just... perfect.
