What are the prerequisites for giving Cait a Ghostlight Strapon?

From what I recall, she used to get one after the Lady Evergreen meeting if you'd had sex with her at least once, but that does not seem to be the case anymore, from what I can tell. Anyone know how to do it now?

I always thought that after you finished talking with Evergreen Cait just brought it up and Champ had the option to pay for it (impregnate or get pregnant) If you don't, I think she trades a prayer book. I am not sure if you need to have had sex with her or not (spoiler alert, I always have by that point).
