What Are the Odds of Triggering Event Whorizon?

I am trying to get Hellhound Syri and it said I need to do Event Whorizon. I looked up how to trigger it and from what people in this forum said, I need:
-To be on Halloween or turn on silly mode
And
-Have genitals.

To cover all the grounds, I gave my male character a vag, so he has everything but tits. I have both silly mode turned on and Halloween turned on via cheats.

But it seems like it never triggers, as I have been traveling back and forth between Tarkus and Zhèng Shi for the last 2 hours. What is the percentage of this event occurring and am I missing anything?

That's strange, when I turn on Halloween events that quest pops up almost immediately, with numerous other things. I don't use silly mode though.

I tried each by themselves and together, I get nothing.

You need to be at least level 7, have a cock and/or pussy, and to have not done it before. If all those are met, it can be added to the pool of possible travel encounters, at a 100% chance if Halloween events are active and 1% chance otherwise. Note that travel events themselves only have a 25% chance to proc, and which event you get is picked randomly from all events in the pool - also, I don't know how ship combat encounters factor in to this, since they're not in the old Flash code I have access to.
