What affects the scale color of the Salamander TF?

I was trying to get a blue color for a Wyld Elf PC I was basing loosely off Corrin/Kamui from Fire Emblem Fates. But I kept getting brown scales no matter what. I'm kind of guessing it had to do with their eye color being Hazel. I'm probably wrong.

I think it's just dependent on what item you're using and how it interacts with existing colors. Frostleaf+Mandrake Root should get you one of several shades of blue, though it has several other potential effects (skin color and tone) so it might take some save-scumming to get the exact effect you want.
