Weird Steam error when steam signed out

I ran into an error trying to play CoC2 while signed out of steam. Is there a fix for this, or is this just one of those things implemented by steam now?

The Steam version utilizes the Steamworks API so you'll need to be signed in (though you don't need to be online) to play.
