As the title says i'm thinking of trying to build one.
Class: White Mage
Stats: Main-Strength and Willpower. Sub-Agility and Toughness
Skills: At-Will-Charge Weapon. Recharge-Group Heal and Cleave. Encounter-Smite Evil. Ultimate-Unbreakable
How does this look? Any changes or tweaks needed?

The combination of Charge Weapon and Smite Evil is a pretty standard hybrid build for people wanting a Paladin-type character., the Recharge spots are pretty much up to you so it you want to go for the group heal and attack, go for it. You'll definitely be doing the tank's job of generating Threat out the wazoo. That said, it's generally best to focus on three stats rather than to try and divide your attention, so you should probably consider focusing on either Agility or Toughness. Personally I'd pick the former, since a lot of your boss damage is going to be coming out of Smite Evil and you really don't want that to miss; Cleave's great for mobs but it's wasted against single targets so for bosses you're gonna be relying on Smite Evil (or swap out Cleave for something else).

If you go that route, you can make up some of the difference in Toughness with the reworked Veteran perk which makes it much easier for a Warrior to equip Heavy gear that makes them better at taking hits without taking a huge penalty to Initiative. If you find yourself having trouble with taking damage, Spiced Wine can help, because what's more responsible than drinking and brawling? :D

Ok so start as a warrior. I'm also going two-handed weapon so would the Blade Staff be the best weapon for this?

I personally would recommend the spiral staff or war scythe. If you don't mind the constantly changing element, the spiral blade may suit you better though.

Well I won't be able to get the war scythe for a bit so the Blade Staff will hold me over until then.

What are the changes to toughness? I haven't tried a warrior since the change, and I'm curious if the talent is actually good now

No changes to the stat, but the Veteran perk was recently tweaked so you don't get the initiative penalty when equipping Heavy gear, so you can load a Warrior down with stuff like the Brestplate which helps reduce the damage you take (and thus balance somewhat the lower HP resulting from not taking points in Toughness) without consigning yourself to the end of the turn order because your Initiative is now negative sixty-nine.
