After you complete the 1st Varena Quest, and arrest the bath-house slave masseuse who was stalking Varena, she still appears in the bath-house to offer massages.

Something that isn't directly a bug, but might be a good feature enhancement to implement.
I do not think it is a bug - images of masseuses are just random and they are random no name characters as well. It is implied, by scene, you always meet a new one (at least for me). Not only that - the scenes don't even care about image showed like here:
