Is giving V-Ko silicon possible at the moment? I actually brought a bag from New Texas, but I still couldn't do anything.

Silicon is for use with Gianna on New Texas, not V-ko.

The V-Ko on Myr. does, there is an option to increase her breast size, but it says you need silicon to do so.
