Uploading a Picture?

I'm sure it is simple, or I am just missing something. But, I've tried a few times and I cannot seem to get a picture for a character to upload into the game. Perhaps it hasn't been truly implemented yet, dunno! Someone please let me know, thanks!

It must be under 30 kbs. I recommend a 100 x 100 pixel pic.

I'm also having this issue. my image is 100 x 100 and it refuses to upload
