Unable to start the Stellar Tether quest?

I seem to be unable to encounter the Peacekeepers on Tarkus that lead to the Stellar Tether quest. My character level 6 Tech Specialist. If it makes any difference she is currently pregnant with the Psychic Beast from the Strange Egg. I haven't played in a while so I may be missing some requirement that I can't find anywhere.

1. Go to the Taxi Station.
2. Walk Right.
The square exists, it's just not visible on the map.
