I've been all over the Glacial Rift and havent found him xD if anybody knows his exact location let me know :/

Are you playing the public build or the backer build? Because I don't think he is available in the public build.

No he is not available in the Public Build; you have to find him in the Rust Plains first, build up a relationship with him until eventually he sets out to Uveto.
