Triggering the Bess/Ben encounter?

How do I get the Bess/Ben encounter to trigger? I've been walking around the junk pile for a while and nothing has happened. Do I have to reach Tarkus with a fresh save or something?

Go up near the Gablani spa

It doesn't need to be triggered. It's just on a particular map square. Keep an eye out for a silver foot sticking out of a junk pile and the option to pull it out. As mentioned earlier, it's up near the Galibani resort.
