Toughness or Cunning?

Hello there. I'm trying to make a dual-wielding warrior tank.
I've already picked Strength so that I can deal some damage, and Agility so I can hit people, but I can't decide which to pick for the last stat.

Prescence or Toughness. Personally, I would go for Prescence because while it gives less health than toughness, it gives a boost to leadership which boosts your teammates stats. Btw, if you want to tank, I would personally go sword and board because shields give you crit immunity. Also, Rime Vail, a spell you gain by giving Cait the Rimebound Grimoire is one of the most useful powers for a tank.

Well, I did try using a shield, but I barely felt a difference in my survivability, and definitely felt the loss of damage.
Rime Vail? That uses Spellpower though, no? I feel like it'd do pretty bad on my character considering I have basically none of that.
