Half-kaitrith Steele here, can do, but the moment she gets more than two breasts it's illegal. Oh, okay, I see what is happening. The system is working as intended, so I'll explain why: When going topless, your character has non-furry/non-feathery skin, so each breast row will be counted as a "+1" to exposed body parts. Now, since this particular character has a long/prehensile tail, it will be considered as automatically giving your character coverage (so a -1 to the exposed body part count for each tail, making total exposure as 0 in this instance). Adding an extra breast row will be another +1, etc (increasing exposure)--adding more tails or wings, or getting a furred/fluffy skin type, to help with coverage will "allow" the topless character to continue in a nudity-prohibitive area (so long as the breast size isn't at the hyper-levels, they will be automatically covered).And what is "illegal nudity"? I also did test turning male Steele to female and going topless at Tavros, there was no issues. Even after adding extra pair of breasts. That save is also from Flash (with bugged goo armor name).
Was Tavros nudity rules changed at some point? I think I tried going topless there, back when Mhen'ga and New Texas were only other places, but back then it was always illegal in Tavros.

And of course, removing clothing will expose the other private parts, adding to the exposure score. So hopefully that explains how the auto-coverage system works. It was added back in the Flash days in response to those who wanted to walk around Tavros partially nude--sorry if it caused any confusion. I'm not sure if I should make the scoring visible in the codex or anything, but I'll have to recode some stuff if I do. At the moment, the exposure scoring is supposed to be an automatic thing, so the player really has little control over it.

EDIT: I think I figured it! Hair length and styling! Human Steele had backlength hair and that apparently is enough to cover whole front. Though half-kaithrit has only long hair in ponytail and that some how is enough to cover one row of breasts... Maybe these values need more transparency... and maybe a little bit of logic too...
