In future, make the thread title a little more descriptive. Anyway, when it comes to writeing content, so long as its not a blacklisted subject (like under age sex), and in situatons that need it you have permision from the origional writer to add content to an already existing character (some writers dont like other people messing with their submisions), then do whatever the hell you want.
TiTS is a very open game, if you have something you want to make, then make it... however you must always accept the fact that the chances of your submision getting in are not good. The qualitiy requirements are very strict.

Tbh I just wanted a cool swordfight with Captain Khorgan. Once her armor's broke, she duels you. It could've been cool if it was a rock-paper-scissors of the combat triangle (parry, grab, attack), like the fight with Paige.

I was under the impression they wanted a weapon from Frosty, not for Frosty. Like, connected as in by a quest rather than literally. Kinda like the armor, except as a reward for not killing her.
No, psionics cannot be used for anything other than transmitting feelings or emotions, although they can communicate with words if necessary. As for potency, Frostwyrms are the most psionically adept species in the game, far superior to lurelings or slyveren.
Their brains are much, much larger, you see.

Several things, One the Psi attacks and what not where made before Frosty was truly flushed out. Two if the main writer and creator of frosty says something won't work, well I'm pretty sure it won't. The Psi powers are a separate discussion entirely and is clouded over several writers interpretations.
