I've encountered them on the first 3 planets. No idea if they show up on Zheng Shi or Dhaal.

Found them on Dhaal as well. Couldn't find them on Zheng Shi.

Short answer: a new enemy type/encounter.

Longer answer: an individual that seems to be following Steele planet to planet getting progressivly more tainted with each new run in.
