Just emitting pheromones in general--so Steele can either have the Pheromone Cloud perk, Pheromone Sweat and sweating, or wearing the Allure item--will meet the pheromone prerequisite. To access the bad end, the large penis and having done shower scene are also required and the event will have a 50% of triggering when approaching the milker.
