So I did some testing around various parts of tech specialist because I have no idea, (this is a porn game dammit why am I like this).
Test: I used power surge, gravidic disruptor and charge weapon at 50 int, 1 int, 1 libido fuck sense, 50 libido fuck sense, 100 libido fuck sense and 200 libido fuck sense.

First I can safely say using fuck sense no matter how high your libido will not make your abilities any stronger than they would be at max int. That said for some reason when you have the fuck sense both power surge and gravidic disruptor always did their damage as if you had 50 int regardless of libido amount or int aka even at 1 int and 1 libido they were using their max values.

So basically its up to personal choice yay.
I have 300 shields and 53 int (perfect stimulant) also energy is always the same 33 for power surge and 10 per turn for Deflector regen 40 total.

Power Surge average shield restore: 155 shields
Deflector Regen average shield restore: 220 shields over 4 turns aka 55 per turn

Personal conclusion Power surge is better because deflector will end early if your shields max out denying you the energy regen.
For this I am going to see which gear gives the highest effective shields (Shields with evasion) For this I will always be wearing the jetpack, be level 10 with shield tweaks and shield booster and enhanced deflectors.

Calculation used will be total shields/0.5=x/((100-evasion)/100)=ESHP (effective shield hit points) total shield is calculated as such (shield generator + shield booster(8*level) + shield tweaks(2*level) + equipment shield boost if applicable) I will write down the equipment used except the jetpack as well as the calculation with the brackets solved aka total shields will be 300 instead of (200 + (2*10) + (8*10) + 0). Also all final numbers are rounded to 1 decimal place.

First loadout: Proto shield, yellow clothing, Zil Champion's Bow, Taivra's Spear: 360/0.69=521.7

Second loadout: Jumper shield, yellow clothing, Zil Champion's Bow, Taivra's Spear: 260/0.62=419.4 but you have a 38% chance to dodge and regen shields.

Third loadout: Proto shield, yellow clothing, Aegis Light Machinegun, Tweaked Lava Saber: 400/0.81=493.8

Fourth loadout: Jumper shield , yellow clothing, Aegis Light Machinegun, Tweaked Lava Saber: 300/0.74=405.4

Fifth loadout: Proto shield, Slutty Jumper Jumpsuit, Zil Champion's Bow, Taivra's Spear: 300/0.63=476.2

Sixth loadout: Jumper shield, Slutty Jumper Jumpsuit, Zil Champion's Bow, Taivra's Spear: 200/0.56=357.1

Seventh loadout: Proto shield, Slutty Jumper Jumpsuit, Aegis Light Machinegun, Tweaked Lava Saber: 340/0.75=453.3

Eighth loadout: Jumper shield, Slutty Jumper Jumpsuit, Aegis Light Machinegun, Tweaked Lava Saber: 240/0.68=352.9

Personal loadout 1: Proto shield, yellow clothing, custom shock gear, shock bow: 360/0.72=500 but your weapons have a 1/4 chance to stun on each hit and a 28% chance to dodge letting you regen shields quite often.

Personal loadout 2: Proto shield, yellow clothing, custom shock gear, Hirudo Devourer: 360/0.76=473.7 but your melee has a 1/4 chance to stun and a 24% chance to dodge letting you regen shields. And even if something bypasses your shields you can heal using the Hirudo Devourer.

Obviously you can guess what I prefer, so choose for yourself. Also for energy regen if you are milky drink your own milk that as long as its below 20k or drink your own cum if you can. You can also get 70 int with Dumb4Cum which if you are also using autofelatio to regen energy should keep you topped off with ease.
Well those are the tests I did use the information as you will.
EDIT: added more gear tests and removed enhanced dampeners until I know for certain if they are a flat 1/2 damage or it cuts weakness % for shields in half.

Enhanced dampeners are meant to reduce the vulnerabilities of your shield. This is not particularly apparent since vary few NPCs use electric attacks.

In that case it should be reworded because as it currently is "Grants a 50% vulnerability reduction to damage absorbed by your shield generator." it implies a flat half damage to all damage.

Well since you're min/maxing you should get dumb4cum for 70 int.
True It does make tech stronger, but I am also a massive fashion/theme player so for my current character dumb for cum would not fit thematically I will add it to the OP though.

It says that it halves your vulnerability to a damage type after taking damage of that type, and that is what it does. For instance, if you have -50% Electrical Resistance, it would make it a -25% after you were hit with an Electrical attack.

Maybe its just me but it doesn't read like that at all. It never says after an attack instead it says "damage absorbed by your shield generator" which to me means any damage that hits your shields. It can also be interpreted multiple ways when it says 50% vulnerability reduction it could mean 60-50 or 60/2 or 160%/2. if they wanted to imply what you are saying it should read "After taking damage your shields adapt to that damage type making further hits less effect." if they wanted to imply reducing vulnerabilities it could read "Due to your skill you are able to harden your shield against attacks that would normally be super effective reducing them to half their former effectiveness." or something to that effect.

If you look inside creature.as, you'll see that your intelligence score is calculated in the function, appropriately named, bimboIntelligence. Which actually returns the greater of your libido based intelligence or your actual intelligence. Since your intelligence is at the cap, it's always going to use your actual int, so you aren't actually testing anything. The real way to test this would be to lower your int by at least half.

Code in question:
Code:
public function bimboIntelligence():Number
{
    var amount:Number = intelligence();
    //Bimbos actually do better with LESS intelligence!
    if (hasPerk("Fuck Sense"))
    {
        //Inverse intelligence + libido - bimbo tech specs can minmax easier whynot~
        var bimbInt:Number = (intelligenceMax() - intelligence() + 1);
        bimbInt += libido()/10;
        //Gotta cap it so it doesn't get FUCKED SILLY
        if(bimbInt >= level * 5) bimbInt = level * 5;
        //Compare actual intelligence (for exceptions like Dumb4Cum and extra smart bimbos)
        return Math.max(bimbInt, amount);
    }
    return amount;
}

PS. if statements without braces are dangerous, please never use them.

Sorry I should have made it more clear, what I am saying is even if you have 1 int and 1 libido power surge and gravidic disruptor will do the damage they would if you had maxed int.
I ran this test first with 1 int no fuck sense 1 libido then with 1 int fuck sense 1 libido, 1 int fuck sense 100 libido, 1 int fuck sense 200 libido, 1 int fuck sense 50 libido, 50 int no fuck sense 1 libido, 50 int no fuck sense 100 libido, 50 int no fuck sense 200 libido, 50 int no fuck sense 50 libido, 50 int fuck sense 1 libido, 50 int fuck sense 100 libido, 50 int fuck sense 200 libido, 50 int fuck sense 50 libido.

Yer I went way overboard I did find out though that you libido value only needs to = your max int value to get the full effects so with 50 int max you only need 50 libido.
