tease seen while blind?

first blind enemy then do visual tease and it works when they cant see it?

I have always had a problem wrapping my head around how in TiTs you can tease a blinded enemy and it works fine, but you are disabled from teasing when you are blind. I was not aware there was a similar case of that in CoC2 as i just hit people with swords till they stop moving.
