Saved just before speaking to Ethryn after finishing the winter city dungeon while she was on the throne, didn't have an option to exit the conversation so I refreshed. Save is now showing as broken.

Actually this is exactly what happened. Winter City was released on 0.3.0 and that corrupt file name is tagged with 0.2.49 which is the version you were playing on. So it was a 0.3.0+ save on an earlier version of the game.
