[Submitted] Boreal Elf TF Item

A lot of people have talked about putting this into the game, but it hasn't quite happened yet, so I decided to take a stab.

Most of the TF text is probably going to be reusable, so that isn't, IMO, the interesting part (although if y'all have any editing suggestions for that janx, feel free to share). What I'm most interested in is: am I missing anything in the TF that seems important? I would very much appreciate your suggestions!

Thanks to everybody who took a read! I've made a few minor modifications and am sending it in.

Looking forward to fixing it up in whatever ways are necessary to make it work, and to maybe - finally - getting this TF into the game!
