Sub-Tuner requirements?

Went to Uveto and didn't see the metal collar laying around. I recall they made changes to the requirements to spawn it, does anyone know what those are? The recall the patch note was rather vague

Says here you need an unblocked vagina or a penis that fits Saec.

In addition to the above, you also have to not be a taur or naga. Her repeat interactions are also locked behind the same requirements.
