Should be 5 x Level. There are a few things that increase the limit for a specific stat.

I'm not sure what you mean by this. Character creation changes your starting stats by a couple of points but doesn't change your maximums. Aside from choosing Mercenary (Iron Will).

Character creation doesn’t change the maximum of stats? Then how you increase the stats max level?

Stat maximum is 5 x Level. (5/10/15 ect.). Some perks can increase it further (Iron Will, Dumb4Cum). Cybernetic Implants can also increase a stat maximum but decreases another stat's maximum.

There's also the Signet of Bravery (for Physique and Aim), Resolve (for Willpower) and some alcoholic drinks on Dhaal (one for each, I think; maybe one of them has two?). Bulky Belly will decrease your max Reflexes by the same percent as it reduces your Reflexes.

Perks... (Iron Will, Dumb4Cum). Cybernetic Implants.

Cybernetic Implants haven't been converted yet.

So without any teporary buffs and cybernetics the max is 40-50?

Iron Will is permanent, Dumb4Cum is as permanent as you want it to be.
I'm not sure where you're getting 40. 50 is the normal max. 40 is the max at Level 8.

Ok, I checked my max willpower and it was 60, after doing the Ramis event, it’s at 63, is that supposed to happen?

also, the max level of reflexes went down from 50, to 25

weird, now it’s back to normal

I forgot about Resolve. It increases max Willpower by half it's value. So if you're a Mercenary, 63 is possible.
