Stat level and Stat mods?

I have a save that I use to test things, and it heavily uses the save editor found from here. And it caught me off guard when I had to level up again, because ages ago I had done tests with the Stat levels and don't fully understand the weird math that went into how the Stat level from the editor affects the in game stats. And I don't remember figuring out what the mod aspect of stats is, since it doesn't seem to directly affect the in game stats as shown in the character section of the journal. So I was wondering if anyone knew what the weird math is behind the Stat level and what the Stat mod actually does?

Edit: figured the weird math for Stat level is just 2 per 1 level, so if 1 Stat is at level 10 it will be like adding 20 to it I guess.

I believe the stat mod by experience is the same as the points you can chose on level up, don't know the stat level myself

That is how leveling up works, yes. All your attributes are (basically; ignore the slight bonuses at chargen): 1 x Level. Then add +2 for every level point you put in them. So (again ignoring the level 1 bonuses) at level 10 your minimum is 10 and your max is 30 in every attribute.
