I'm running through the new update so I can proc the new stuff with Kas. I beat the winter city and...nothing about Specter of the Wyld has proc'ed yet despite that I never got Ryn's trainer back and did that mini quest. Is there an issue with it proc'ing or does it take some time before it pops up?

Yeah, if you just finished the Winter City quest you probably needed a few runs of going through the palace to trigger the arrival of the druid embassy which is a prerequisite to Spectre of the Wild, especially if you were also getting Elyon content.
To do Specter of the Wyld, Champ needs to:
a) have beaten the Palace of Ice main story quest content,
b) have completed Dog Days and met Hethia at the Palace of Ice following the completion of the MSQ there, and
c) have visited the Glacial Rift.
Specter of the Wyld should proc on Champ's next visit to the Palace after all prerequisites have been completed.
