Space yakuza quest?

Hey so I just have a quick question about the space yakuza quest. I've found all three of the preliminary encounters and gotten the email about it, but I've been walking around the tavros residential deck for a long time and nothing has happened. What should I do?

Sorry I actually meant the merchant deck, I've been walking around where all the shops are.

Should be in the very north west corner of the deck, should be a star symbol. Make sure you aren't pregnant or a taur tho.
