[Solved] Where is Chance?

[Voyager]

I've been look for Chance, the faux cow but I can't find him anywhere? The wiki don't have info on him either. Please tell me where to find him.

Edit: Seem like You have to finish Dhaal quest and hope the "Twink" show up at the bar in the middle of the map.
