I'm pretty sure it's reliant on where you're at on the masculinity/femininity spectrum. Not sure on the exact number, but over a certain point he does just that. Otherwise he just wanks.

If you don't want him doing it, save edit to lower the number or use a transformative that raises your masculinity (e.g. Root of Man).
