Silly Mode Questions

Okay so I'm unsure about this game mechanic or setting, cause I see references to it and lightly get an idea how it works just changing text and adding some scenes here and there.

But I have no idea how to turn it on or where to find the settings to turn it on.

Can someone enlighten me?
