Can someone point me to the document or whatever on how you go about recruiting Shekka? Please and thank you.

Talk to Shekka about everything, although I think Her Plan is the important one. You have to wait between questions: two Rests should do it. Then leave.

At some point after walking away you'll get an email from Shekka. Go talk to her about Her Plan and pay some money, then leave the shop and Rest repeatedly until you get a notice that you can go back and talk to her again.

Repeat this process over and over until you've gone through the full sequence. It takes about an in-game month or so and a considerable amount of credits.
