You probably need to set your computer to Japanese system locale. Open your control panel, go to "Region and Language", go to Administrative, "Change system locale", select Japanese. This will require a computer restart, may cause some issues with other programs, and some other weirdness like replacing \ in your file paths. However, many of these early-mid 2000 Japanese games cannot be run any other way.

Do i have to do it even after ive translated it. Also my rpgmaker 2000 isnt seeing it do i need a different program to run the game

This actually has nothing to do with the game's language. It has to do with old scripting systems in place under the hood. Basically, without changing it your computer can't even read the program. I pretty much run my computer continuously in Japanese Locale. Lots of people who play these sorts of Japanese adult games do.
