no info on codex or the wiki on what it DOES.

returning player only been back for a few days, odds are it was 'covered' way before that.

While many stats may be unclear in-game, you could probably figure it out in-game by just equipping a piece of armor with Resolve. The willpower in the UI will increase/decrease with your resolve value, with the bar growing/shrinking and the number glowing blue or red while increasing or decreasing.
