I have Reaha selling milk - and upon landing on Phaedra she just jumps right out there to find customers.
It just seems a bit strange she'd jump out into a contaminated, radioactive waste like that.

(edit) To clarify - when Steele leaves the ship on Phaedra, Reaha is heading out to sell milk. This isn't Reaha giving Steele the money.

1. Depending on timing, it's what she earned on the previous planet, but she only gives you her profits once/week.
2. Maybe she put signs up.
3. It's conceivable she's shipping her milk places.
4. She really wants to pay off her debt.

There's a loss scene where one of the Hyraxi Raiders milks Steele.
She also sells on Zheng Shi, which sounds like a good way to get captured and made a slave.

If you still don't think it makes sense, file a bug report. I got a 50% increase for being on Dhaal.
